OMB & Other Proposed Federal Research Funding Changes

On Wednesday, June 24, Medical School leadership distributed a message to the research community regarding the Federal Government’s proposed changes to policies governing grants and two significant announcements requesting public comment. 

The White House Office of Management and Budget (OMB) proposes significant changes to rules that define the use of peer review, continuity of federal grants, and use of funds at all federal agencies, while the National Institutes of Health (NIH) is proposing to limit the number of simultaneously held research grants in which an individual serves as Principal Investigator. 

Both proposed changes could significantly impact the Michigan Medicine research enterprise, our patients, and learners. Researchers are encouraged to provide feedback and have your comments heard. Possible channels for feedback include:

  • Through the U-M Office of the Vice President for Research (OVPR) – note deadlines for inclusion in these comments: OMB comment deadline July 3; NIH comment deadline July 23
  • As part of professional organizations
  • As an individual. Direct OMB responses are due by July 13th, NIH comments by August 3

OVPR has provided timely updates regarding the proposed changes, and several national organizations have released summaries that offer context. Links to these, as well as suggestions for crafting effective public comments, have been posted to the Medical School Federal Funding Updates Sharepoint page. Please remember that if you submit individual comments, you should clearly articulate that the stated views are your own, not those of the University of Michigan.
